It's one of a series of photos of Martin Parr's Last Resort, a collection from the early 80s which were taken in the Merseyside seaside resort of New Brighton.
On a related note, the Tower that New Brighton Tower were named after was claimed to be, at one point, the tallest building in the UK. The tower itself was dismantled in 1919, although the ballroom at the base remained until 1969. And the Beatles played there more times than any other UK venue other than the Cavern Club.
