Of course they are, USA 94 probably comes closest for picking a country with limited football infrastructure but the sheer size of that country and huge immigration meant they'd have so much more talent to pick from.
I find it more concerning that FIFA (& even more so the IOC) make their awards of hosts with NO thought as to the future use of the facilities, this is especially true in countries with little or no significant pre-existing football structure, history or infrastructure. There are so many host nations that have been left with what are now crumbling unused stadia & a huge debt to service. Even here we ended up turning the Olympic Stadium into a football stadium at huge additional expense to the tax payer & then let it for a song to West Ham.
At least the USA/Canada/Mexico bid will utilise existing stadia (mostly gridiron stadia as far as I can see) with a few of them having some degree of expansion. Likewise the proposed EUFA bid for the centenary World Cup will make the most of the fantastic football infrastructure across Europe, coupled with decent transport infrastructure etc.
It is now getting to the stage where very few individual countries can afford or want to host major sporting tournaments & we will either see more (new) multi-country deals or the same groups of countries just rotating these events around themselves.
The legacy of these tournaments leaves a lot to be desired. They are usually bid for to cover up what is happening in a country rather than part of a plan. London 2012 didn't increase UK sport participation and the Russian tournaments didn't do much for their neighbourly relations. Brazil probably best recent example of crippling debt in exchange for a few weeks in the sun. Some of their stadia are car parks now due to costs and need to spread them out so building in places that don't ordinarily need them.
Environmental impact alone should mean this kind of tournament can't happen but money is all they're interested in.

Brazil looked great second half, playing football for fun. I think England or Wales would struggle to contain them.

I'm only old enough to remember World Cups since 2006 properly, but Qatar are by far and away the worst hosts I've ever seen.
