Chelsea game not being televised so probably not relevant. It's being played on Sunday because Chelsea are playing on the Thursday before (which is being televised of course)
Good question. VAR requires a lot of expensive cameras, related equipment and personnel which lower division clubs obviously can’t afford. I guess if the EFL were prepared to foot the bill and both clubs agreed, there is no reason why it couldn’t be used but I can’t see it happening.

If I was the MD of Bristol Street Motors, having committed a substantial wedge to sponsor the tournament, I'd be fuming about these shenanigans.

Chelsea's game at Sheff Utd (ko 5.30) is being shown on TNT sports. Later ko as there is an athletics event in Sheffield earlier in the day.
Sky try to put a game up against anything that TNT show, hence we could end up with a similar time.
