City will presumably expect Breckin to play on a fairly regular basis, so this allows Blooms to carefully manage Ward’s development; give him some game time in the cups and then maybe loan him out at National League level to see how he gets on.
Then, if City recall Breckin in January (which, if he’s doing well they quite likely will) we potentially being Ward back in to replace him.
Why do you reckon that they'll want to recall him in Jan if he's doing well? Their 1st team squad has so much quality and depth to it and a number of young players ahead of him that he won't see much action. If he goes back, he'll either go straight back out on loan or just continue playing in the U21's. The U21's league is so over-protective and they are all seen as training games as there will be 1st teamers coming back from injury and building up match fitness. Very few cards are given out and any rash challenges are normally dealt with by the coaches / management before the ref needs to.
I think Pep is happy to leave him alone here, allow him to get into some knocks and toughen up a bit while also developing with the game time he'll get and knowledge he'll get from the squad. He hasn't played any meaningful games in the EFL so this will be a great opportunity to prove what he can do. Also, by giving him the No. 8 shirt, it's unusual to give someone a shirt number between 1-11 if they are just going to disappear halfway through the season?

This also puts him in the shop window if they wanted to cash in on their investment. City are constantly reviewing the potential vs value equation of their extensive squads.
That's understandable and I get your thought process. My follow up point would be that he still has a 4yr contract with City and publicly he hasn't given any indications that he's unhappy with the set up currently. Being on a long contract, they aren't against the clock to sell (like Harry Kane or Mbappe) and they can take their time with his development and maybe have a season at League 1, then another at the Championship, then he'll be ready to challenge for the 1st team while he still has 2 yrs left on his contract.
But with that being said, if he's performing at a much higher level than the squad or league, I do understand it's in his and City's best interest to push and challenge him further.

I imagine he will get plenty of game time and be key to our new found expansive game. Even if he's playing well I can't imagine City will move him or he want to be moved.
Can we enjoy the fact we seem to have acquired a decent young prospect before we get upset about the disappointing/acrimonious circumstances surrounding his departure?

Much as I love Forino and the ex gaffer and want them to succeed. I am not sure QPR this early would necessarily be a good move.

On a four year deal he could be sent to sister clubs like Palermo or Gerona to further his education. City have quite a set up.
