I think some may be overestimating what the expectations of academy loanees actually are. For every Eze or Potts there is always going to be a procession of players who are still learning to cope with the level, and I think that is why a Phillips or a Taylor can seem a little uneven in their performances.
On the West Ham forum a while back, they were commenting about how Potts was their only loanee (at the time) who was getting meaningful minutes and doing well. It is no coincidence that they were happy to hand us Kodua, another great asset, as a result - but it shows that youth players are unlikely to walk into a senior side and dominate unless they are something absolutely special.
I can remember plenty of loanees under GA who hardly set the world alight - Luke Bolton, Charlie lad from QPR who barely even played, and so on. I think at L1 and L2 level the PL clubs are simply hoping for forward progress, and the receiving club are hoping to plug a gap and perhaps get lucky with an undoubtedly talented young player hitting their stride more quickly than expected.
GA had one incredible academy loanee (Eze) that I can think of in ten years, while Blooms has already had one in Potts. Obviously I am not counting experienced loanees coming from a division above like Fred or McCarthy.

Fred - He was 18 when he came to us and had started only four games for Millwall in 9 total appearances.

Good calls, but the point remains. That is still a fraction of the loanees in that time. Maybe 10%? To berate Blooms for not hitting on five Freddie Potts in the same season seems a wee bit harsh.

Phillips was not straight out of the under 18s he had experienced football at this level. 19 games and 3 goals for Shrewsbury last season...
"Despite only featuring for half of the season Phillips was awarded the Young Player of the Season for his efforts. His performances for the Shrews were described as "immense" by manager Steve Cotterill"
For whatever reason he has not matched this level of immense and if I was him and his parent club that this season so far at Wycombe has not seen him build it has seen him stagnate at best. This is going to be a concern when we look at precious loanees in the future.

Yeah, but I think Max Cavana (who I'd totally forgotten about) is back from his loan spell at Aylesbury (which I didn't even know about in the first place to be able to forget about), so that's good...
