David Nugent had never played in the top flight at the time of his only cap
I think Steve Bull had only just been promoted to the second tier with Wolves when he made his England debut
Fairly sure our very own (briefly) Peter Taylor played for England before he played in the top flight, pre social media / Sky hype apparently rest of the squad had no idea who he was.
