Technically true. The City Ground is not in the city of Nottingham, it’s in Rushcliffe right by County Hall the HQ of Notts County Council.
Forest originated playing on The Forest, a huge recreation area in the city and home to the annual Goose Fair.
In recent years the City Council guaranteed the loan to build the Brian Clough stand (would Wycombe council do such a thing for the Chairboys?)
There were a couple of ground relocations proposed about 20 years ago, both back into the City. One would have built a shared ground (with County) on a disused electricity station, the other would have moved Forest to the edge of Clifton, where I grew up. Still the wrong side of the Trent but technically in the City.

The definition of sea is also fluid

Wasn't there a plan to build a new stadium if Nottingham was a world cup venue for England's failed 2018 bid?
