@Uncle_T In some of the scenarios that you have mentioned, they are to do with Health & Safety.
Also, the TV games are a temp measure for 1 or 2 games in a season.
In the older grounds that you mentioned, those seats will be sold at a cheaper rate with 'restricted view' on them so the fans are pre-warned. With the terrace, it will need to be rebuilt in order to satisify the criteria for that to become a new safe standing stand.
As I said, all provisions will be taken to ensure everyone has the best view they can from the seats they have purchased.

Not all restricted view seats are marked or sold as such - take Luton's away end, for example
Luton ground for away fans is utterly 💩!
