I thought it was 5 in either half of the season = 1 game ban, 10 in total = 2, 15 in total = 3

Reading that thread they seem fairly relaxed, as if the rule is 15 bookings, it's 15 bookings.
Unless they've specifically reduced it to 10 with the lay off.
I think you're slightly optimistic here unfortunately.
The cut off date for 10 bookings is, presumably, based on so many matches will have been played by that date. Perhaps the suspension is due to accumulating 10 bookings in less than that number including the play off semis.

It’s 37 games for 10 in the EFL. It was his 37th game on Monday
Yellow cards are competition specific, red cards are not except for those in the EFL Trophy according to page 5 in Essential Information for Players Guide above. So, on that basis he's eligible to play if the tally of bookings is as you say @chairboyscentral
And presumably the second leg was the third game after that date?
Oxford have played 37 League games up to and including Monday’s game. In a normal season the playoffs do not count, however the 37 games have only just been reached.
As it’s on the FA website I can only assume he is suspended

He may have played 37 games including the play-offs, but he's only been booked 8 times in the league plus once in the play-offs, so it doesn't matter.
Bookings in the FA cup and EFL Trophy don't count.

The only league match Dickie didn't play was v Rotherham 19th October, the game after he picked up his 5th booking of the season so presumably he was suspended.
One of the those 5 bookings was in the EFL Trophy v Norwich U21, so maybe they do count for league suspensions?
