Definitely a modern penalty, with the ref having one eye on how it might look on slow motion replays, wether there was any contact etc. I don't think 90% of people thought it was a foul on first watch.
That said they are way below the standard of a patchy Watford team.
It's too early but he surely has to show some progress, they never had the bounce some get even briefly, or anything to build on, and look like they are getting worse not better, I'd like to know who the last Watford manager was that was allowed to survive after only 1 point in 8 games btw .
The promotion race will likely come down to which team manages their tough fixture run better than the other. Wrexham's next 6 are tough before a relatively routine run in. We really could do with them having a couple of losses before our game on March 15th. Meanwhile, we still have the whole top 9 to play across our final 14 games. I haven't checked, but I suspect it's the hardest run-in for anyone in the promotion picture.

This Watford v Luton game is genuinely one of the worst I've ever seen, certainly at that level

just to sum it up, a simple ball outside from Bowler and he can’t pass it early enough and defender nicks it.
